Co-Chairs’ Report: presented at the Twenty-second Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XXII), Ensenada, Mexico, 11-15 March 2013.This documents is intended to reflect the views and the concern for the future of the IODE rather than a progress report during the intersessional. It highlights the financial difficulties of the Programme and the need to address them. In parallel it outlines some of the major outcomes from the past two years activities for which detailed progress reports can be found at the relevant agenda items;

Annotated Agenda/ Action Paper: presented at the Twenty-second Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XXII), Ensenada, Mexico, 11-15 March 2013.The Annotated Agenda/ Action Paper will be the main working document for the 22nd Session of the IOC Committee on IODE. It includes (i) the draft introductory text that will be used for the summary report of the Meeting; (ii) (in yellow text boxes) the decisions requested from the Committee; (iii) draft recommendations and resolutions; and (iv) resource requirements. Regarding resource requirements it is noted that in Annex I a summary overview is provided of financial requirements for the inter-sessional period April 2013- March 2015. Participants in the Session are requested to carefully read this document as well as other working documents and prepare for short plenary interventions prior to the Session.

Proposal to Establish an International Training Centre for Operational Oceanography (ITCOocean): presented at the Twenty-first Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XXI), Liège, Belgium, 23-26 March 2011.The Committee will be requested to consider the proposal of India to establish an International Training Centre for Operational Oceanography from the perspective of the IODE training programme and in particular its IOC Project Office for IODE and OceanTeacher, and to recommend to the Assembly supporting the proposal and offer by India.

Adoption by IODE of the Ocean Biographic Information System (OBIS): presented at the Twenty-first Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XXI), Liège, Belgium, 23-26 March 2011.The Committee will be briefed on the discussions on the integration of OBIS within IOC/IODE, and reminded of the earlier history. A report will be presented on the deliberations during the Ad Hoc meetings of the Steering Group for IODE/OBIS. The Committee will be invited to: • Adopt the recommendations drafted by the Ad Hoc Steering Group, on the establishment of the Steering Group, including its terms of reference; on the establishment of a Group of Experts on OBIS, including its terms of reference; • Adopt the Terms of Reference for the Project Office for IODE/OBIS • Adopt the work plan and budget as drafted by the Ad Hoc meeting of the Steering Group • Recommend to IOC that enough funding will be made available to continue the operation of OBIS under IOC’s IODE programme

IODE Ocean Data Portal presented at the Twentieth Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XX), Beijing, China, 4-8 May 2009.This document provides information on the progress in the implementation of the IODE Ocean Data Portal including the Ocean Data Portal version 1 status and also vision and high-level design decisions for Ocean Data Portal version 2. The committee is invited to consider the results of this project and work plan for the future Ocean Data Portal development.

ODINCARSA survey presented at the Twentieth Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XX), Beijing, China, 4-8 May 2009.On 6 April 2009 Mr Rodney Martinez Güingla informed the IODE Secretariat of his decision to resign as the ODINCARSA coordinator for Latin America. He informed us that his decision was the result of the recommendation by the CPPS secretariat that new coordinator should be nominated. The Secretariat subsequently set up a short online survey to assess interest by IOC Member States in Latin America to continue ODINCARSA, and to seek initial guidance regarding the way forward. This document summarizes the outcome of the survey which may assist the Committee in deciding on the future of ODINCARSA.

OceanTeacher and Training Activities: presented at the Twentieth Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XX), Beijing, China, 4-8 May 2009.The OceanTeacher training resources are in the process of being completely rewritten and converted to a “wiki” system (similar in concept to Wikipedia) that allows for maximum flexibility in the creation of new documents. The wiki framework is also optimally suited to the coordination of multiple authoring assignments, checking and approval of content, and progress monitoring, among a physically widespread team of participants. The existing content structure of OceanTeacher has been subjected to a critical reevaluation, based on nearly a decade of use, and has been redrawn to reflect current training goals and changing interests and needs of the client community. In view of these two major changes to the OceanTeacher training paradigm, the entire concept of holding training workshops responsive principally to current perceptions of education needs in particular regions at specific points in time, has been scrapped in favor of a longrange, permanent “academy” strategy, consisting of annual cycles of standard (and some specialized) courses, offered universally. The academy system includes course sequences, prerequisites and credit concepts similarly to typical university practices.

Ocean Data and Information Network for the Western Pacific Region (ODINWESTPAC, Progress Report 2009-2010): presented at the and Information Exchange (IODE-XXI), Liège, Belgium, 23-26 March 2011.The objectives of the ODINWESTPAC project are (i) Develop a marine data and information network that will promote data and information exchange and collaboration between WESTPAC member states;(ii) Provide the marine data and information products to serve the needs of WESTPAC member states and other ODINs and IODE members in data and information management, oceanographic research, marine environmental protection, marine hazards prevention and mitigation, etc.; (iii) Develop cooperation with other international and regional data projects in data collecting, processing, management and service; (iv) Implement relevant capacity building activities which specially related to ocean data and information management and service.
