dc.description.abstractThe Advisory Committee on Protection of the Sea (ACOPS) in collaboration with the United Nations Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission (IOC) of UNESCO, is implementing the Global Environmental Facility (GEF)-Medium Size Project (MSP) on the Development and Protection of the Coastal and Marine Environment in Sub-Saharan Africa. The ultimate goal of the GEF MSP is to develop a sound portfolio of proposals for interventions to be presented in the Partnership Conference scheduled for September 2002. One of the main objectives of the GEF MSP is to identify, characterise, and prioritise causes of environmental degradation, as well as hot spots and sensitive areas in selected countries. This objective has been implemented in eleven selected countries. These countries were: Senegal, Gambia, Ivory Coast, Ghana and Nigeria (West Africa) and Kenya, Tanzania, Mozambique, South Africa, Seychelles, and Mauritius. Through the implementation of this objective, priority areas for interventions have been identified, and they will form the basis for the development of project proposals to be presented at the Partnership Conference. The GEF MSP project adopted the Integrated Problem Analysis (IPA) methodology to identify, characterise, and prioritise hot spots and sensitive areas as well as the causes of environmental degradation. The IPA methodology comprises of four phases namely: scaling and scoping; impacts assessment; causal chain analysis; and prioritisation.en
