Environmental policy analysis and institutional mapping: towards an integrated climate policy to reduce Colombian Caribbean’s sea level rise risk
Abstract
Las necesidades de adaptación frente al cambio climático que se presenta hoy en día a un ritmo sin precedentes nunca han sido tan urgentes. A medida que los impactos sobre las zonas costeras del mundo se incrementen, en particular el acelerado aumento del nivel del mar, de la misma forma irá creciendo la presión sobre las administraciones para alcanzar un desarrollo costero que permita reducir su vulnerabilidad, sobre la base de una acertada política climática integrada. La conformación de una dimensión institucional capaz de soportar esta exigente forma de desarrollo, ha sido identificada como un elemento clave para atender tanto la variabilidad climática actual, como el cambio climático futuro. Este artículo analiza el panorama normativo (leyes y políticas nacionales) e institucional con el que cuentan los administradores de las zonas costeras de Colombia a 2012, para la incorporación de políticas de adaptación frente al aumento del nivel del mar (ANM), siendo el énfasis espacial de este panorama la zona costera del Caribe colombiano. Los resultados de la interrelación entre los sistemas de gestión y la articulación de las leyes y políticas nacionales se presentan acompañados de un mapeo institucional intersectorial, en el cual se han identificado las instituciones responsables de llevar a cabo la formulación de políticas públicas encaminadas a la política climática integrada a nivel de la zona costera del Caribe colombiano. El análisis muestra que, a pesar de la existencia de sistemas de gestión claramente definidos en los instrumentos normativos, su aplicación práctica se queda corta en incorporar el ANM en los instrumentos de planificación, requiriéndose una aplicación efectiva en el corto plazo y la optimización de recursos humanos, logísticos y financieros.
Never before have the needs for climate adaptation been so urgent, in response to the change that takes place nowadays at an unprecedented pace. As the world coastal areas impacts increase, mainly due to the accelerated sea level rise (SLR), so the pressure on the administrations 308 Boletín de Investigaciones Marinas y Costeras • Vol. 43 (2) • 2014 will grow to reach a coastal development allowing the reduction of its vulnerability, dependent on the basis of a correct integrated climate. The creation of an institutional dimension capable of withstanding this demanding development has been identified as a key element to meet current climate variability, such as the future climate changes. This paper analyzes the regulatory and institutional landscape (domestic laws and policies) on which the managers of Colombia’s coastal areas count on by 2012, for the incorporation of the adaptation policies against SLR, being the Colombian Caribbean coastal area the special emphasis of this context. The results of the relationship between the management systems and the articles of domestic laws and policies are presented, accompanied by an institutional, intersectoral mapping, which has identified the institutions responsible for carrying out the public policy-making aiming at the Colombian coastal area integrated climate policy. The analysis shows that, despite the existence of clearly defined management systems in the policy instruments, their practical application falls short of incorporating the sea level rise in the planning instruments, requiring an effective implementation in the short term and the optimization of the human, logistic, and financial resources.
